CAA revises requirements for claims of emphasis on labeled functional food

Japan

Jun 16, 2025

The Consumer Affairs Agency (CAA) solicited opinions on the proposed revision of the "Food Labeling Standards" regarding the emphasis on functional labeled foods. This proposed revision is intended to allow foods with functional labeling to highlight and declare the terms to be highlighted include “contains ingredients”, “no added ingredients” and “no ingredients included”. With this revision, among these highlighted terms, the terms “no added ingredients”, “no ingredients included”, etc., will be revised so that they can be displayed on the package in the same way as on the package of other general foods. On the other hand, given that the functional food labeling system notifies the desired functions to be displayed, the display of terms that emphasize the inclusion of ingredients other than the functional ones notified (excluding the nutritional ingredients listed in column 1 of Appendix 9) will continue to be prohibited.
