Authorities announce decision approving use of the NUTRI-SCORE nutrition labeling system

The Ministry of Economy, Digitalization, Entrepreneurship, and Tourism has notified the European Commission of the draft Government Decision (2025/0283/RO) approving the use of the NUTRI-SCORE nutrition labeling system. The draft Government Decision aims to approve the use of the voluntary Nutri-Score nutrition labeling system in Romania, with the aim of improving consumer information on the nutritional quality of marketed food products. The document establishes the legal and institutional framework necessary to implement this system, in accordance with Regulation (EU) No. 1169/2011 and Regulation (EC) No. 1924/2006 on nutrition and health claims made on foods. The use of the Nutri-Score logo is voluntary and allows economic operators to display it on food packaging, both in physical and online retail establishments, subject to compliance with the procedure established by the French national public health agency (Santé Publique France), owner of the collective mark. The Nutri-Score label reflects the nutritional quality of products, with a color scale ranging from dark green (A) to dark green (B) to dark orange (E), calculated based on a standard methodology that considers favorable and unfavorable nutrients. The document designates the National Authority for Consumer Protection (ANPC) as the institution responsible for implementing and supervising the provisions of the Decision, in its capacity as Regulator. The application procedure establishes clear requirements for producers and distributors regarding the correct registration, application, and promotion of the Nutri-Score logo. Obligations regarding transparency, accuracy of nutritional data, respect for the visual identity, and the conditions for withdrawal of the right of use in the event of non-compliance are detailed. The Decision was drafted in accordance with the European notification procedure for technical regulations and will enter into force 60 days after its publication in the Official Gazette (Monitorul Oficial). With this Regulation, Romania joins the ranks of European states that support the promotion of a healthy diet through clear and accessible nutritional information.
