DEFRA to amend Bread and Flour Regulations

The Department for Environment, Food and Rural Affairs (DEFRA) has announced that, following the oucome of the public consultation held in 2019, the Bread and Flour Regulations will be amended in 2024.

The Bread and Flour Regulations currently provide the mandatory fortification of milled white and brown non-wholemeal wheat flour manufactured and sold in the UK. The main changes to the Regulations will include:

  • Mandatory nutritional fortification of flour made from common wheat, excluding small-scale milling (less than 500 metric tons per year) and as a minor ingredient in the final product (less than 10% of the final product);
  • Increase of the minimum content of calcium carbonate, iron, and niacin in non-whole wheat flour to 15% of the nutritional reference value per 100 g of flour;
  • Mandatory addition of 250 μg of folic acid per 100g of non-whole wheat flour;
