Standardization requirements for chocolate and chocolate products

The Council of the Eurasian Economic Union (EAEU or EEU) approved amendments to the Customs Union's technical regulations "On Food Safety". The changes relate to the establishment of uniform requirements for chocolate, chocolate products and cocoa products for the EAEU countries.

According to the changes in the technical regulations, chocolate includes bitter, dark, plain, sweet, milk, extra milk, white chocolate, chocolate with filling and chocolate powder; for chocolate products - confectionery products containing 25% or more of the separate chocolate component of the total mass of the product; to cocoa products: cocoa mass, cocoa butter, cocoa powder, cocoa nibs and cocoa cake.

Under the new mandatory requirements, chocolate put into circulation in the EAEU must contain 35% or more of total cocoa solids, including 18% or more cocoa butter.

For chocolate production, animal fats other than milk fat are not allowed, but cocoa butter equivalents and/or SOS-type cocoa butter improvers, whose total mass fraction in chocolate must not exceed 5%, are allowed.
