ARCSA Publishes Proposed Institutional Regulatory Plan 2025

The National Agency for Regulation, Control and Sanitary Surveillance (ARCSA in Spanish) has published the Institutional Regulatory Plan Proposal (2025) that includes the update and implementation of several food-related regulations.
The regulations included in the Regulatory Plan:
- Amendment to Resolution ARCSA-DE-2022-016-AKRG, Substitute Technical Sanitary Regulations for processed foods, processing plants, distribution, commercialization and transportation establishments of processed foods and collective food.
Scheduled for approval in March 2025
- Implement a Substitute Technical Sanitary Regulation to repeal Ministerial Agreement 040, published in the Supplement to the Official Gazette No. 388 “Regulation authorizing advertising and promotion of processed foods”.
Scheduled to be approved in September 2025.
- Technical Sanitary Regulations for obtaining the certificate of requirement or not of sanitary registration, sanitary notification or sanitary registration, sanitary notification or mandatory sanitary notification of products for human use and for human use and consumption subject to control and surveillance by ARCSA - Resolution No. ARCSA-DE-2022-001-JPFJ.
Scheduled to be approved in November 2025.
- Modification to Resolution No. ARCSA-DE-028-2016-YMIH - Sanitary technical regulations for obtaining sanitary notification and control of food supplements from establishments where they are manufactured, stored, distributed, imported and marketed.
- Scheduled to be approved in September 2025.
