Supreme Council receives conclusion on amendments to the draft law on food safety

The Cabinet of Ministers approved the draft conclusion on the draft law “On ensuring the safety of foodstuffs in the Kyrgyz Republic”, submitted by the deputies of the Jogorku Kenesh M.A. Mamataliev, E.K. Kokulov, M.K.
The draft Law provides for the following terms, the definitions of which do not correspond to the definitions provided in the Technical Regulations of the Customs Union “On Food Safety” (TR TB 021/2011): “food safety”, “foodstuffs ‘, ’food disposal”, “food raw materials”.
In accordance with Article 52, paragraph 2 of the Treaty on the Eurasian Economic Union of May 29, 2014, the technical regulations of the union apply directly in the territory of the union.
The term “state control (supervision)” should be harmonized with the law of the Kyrgyz Republic “On technical regulations in the Kyrgyz Republic”.
The text of the draft law uses terms such as “risk”, “unacceptable risk”, “risk assessment”, “risk management”, “integrated approach” and “fortification”, but their definitions are not provided.
Part 5 of Article 2 of the draft law does not apply to food products intended for personal consumption and their putting into circulation. At the same time, the sale of self-produced food products takes place in food markets, and this area is not regulated by technical regulations.
