Ministry of Health announces new regulation on mineral water

Bulgaria

May 19, 2025

The Ministry of Health has published a draft regulation on mineral waters. The reason is a procedure for infringement of Directive 2009/5J.

The draft regulation includes:

Definition of mineral water. Water shall mean water that is microbiologically safe, “originating from an aquifer or subway reservoir and flowing to the surface from a spring exploited by one or more outlets, natural or artificially obtained, to the surface, effectively protected against pollution, and that at all these outlets the water has identical characteristics”.

Natural mineral water must have constant characteristics: temperature, mineral composition, content of trace elements and other ingredients, which are not affected by possible fluctuations in flow rate and remain unchanged due to the subway origin of the water, which is protected against all risks of contamination. In addition, this water must have positive health characteristics.

To bring mineral water in our country in line with that of the EU, it is necessary, in addition to changes in regulation, to make changes in the Food Law, the health authorities add. It is not clear whether the changes will be adopted this time, as it is not the first time they are proposed.
