Australia publishes paper on safety of cell-based human milk

The Food Regulation Standing Committee (FRSC) has completed an investigation into food safety concerns surrounding cell-based human milk. Led by the Department of Health Victoria, this effort focused on potential regulatory gaps in the Australia New Zealand Food Standards Code, human tissue legislation, and import/export regulations.
Launched in November 2022, the FRSC working group aimed to ensure regulatory consistency between cell-based human milk and traditional infant formula. Social and ethical issues are outside the project’s scope.
The published paper found that advancements in cell culture and precision fermentation are leading to the development of cell-based human milk products, intended as alternatives to infant formula. While existing regulations are generally suitable, specific provisions are needed due to the unique nature of these products. Recommendations include developing ministerial policy guidance for regulatory consistency with traditional infant formula and conducting further analysis of regulatory gaps.
