Brazil - Analysis of irregularities in dairy products registered by the national health surveillance agency

The study evaluated irregularities in dairy products recorded by the National Health Surveillance Agency (Brazil; ANVISA) between 2010 and 2024, with the aim of identifying the main types of non-compliance, discussing their possible causes and analysing their impact on consumer safety. This descriptive and exploratory research used ANVISA's public databases and specialised scientific literature. The results showed that microbiological irregularities were the most common, followed by compositional fraud and labelling and registration errors. These non-conformities reflect deficiencies in the regulatory system, including overlapping responsibilities between ANVISA and the Ministry of Agriculture and Livestock (MAPA), and gaps in proactive inspection. In addition, significant discrepancies were found between actual irregularities and official records, due to data entry errors and inconsistencies in records. Strengthening inspections, regulatory standardisation and producer education are fundamental measures to ensure food safety. Integrated governance between regulatory agencies and alignment of institutional responsibilities can minimise public health risks and promote greater confidence in the dairy market.
